Position: Manager, Pipeline Transportation Services

Responsible for exhibiting Chesapeake Utilities Corporation's Mission, Vision and Values, regarding external customers, agencies, vendors, internal departments and co-workers.  Direct management responsibility for ensuring that the supply needs of Eastern Shore's pipeline shippers are met in coordination with the operational needs of the pipeline. Oversee the daily supply nomination and confirmation process by directly managing the work of the Transportation Services Analysts. Provide organizational leadership on matters involving Eastern Shore's Federal Energy Regulatory Commission (FERC) Tariff and provide support for operational decisions that impact shipper supply and operational flexibility. Promote the importance of understanding customer needs, concerns and expectations to department personnel through actions and decisions. Establish and maintain strong operational relationship with all Eastern Shore pipeline shippers as the primary customer service point of contact.

Primary duties and responsibilities include: 

  • Manage activities and set work schedule for Transportation Services Analysts.
  • Accountable for ensuring daily supply nomination and confirmation process is completed in an accurate and timely manner.
  • Develop and maintain strong operational relationship with Eastern Shore's pipeline shippers.
  • Develop and maintain strong operational relationship with gas scheduling counterparts at upstream pipelines.
  • Oversee and direct daily management of Operational Balancing Agreements (OBA) with upstream pipelines and Capacity Release process with pipeline shippers.
  • Maintain strong knowledge of ESNG FERC Tariff and provide guidance on related operational matters.
  • Develop and maintain detailed documentation of the Eastern Shore gas supply nomination and confirmation process for use in future training and development opportunities.
  • Work closely with Gas Control and other Gas Pipeline Operations departments to ensure shipper needs are met in a safe and reliable manner.
  • Coordinate with Information Services and Gas Control teams as necessary to ensure accurate and timely reporting of shipper imbalance data and shipper notifications through the Eastern Shore IWS, and by other means, as necessary.
  • Oversee development of monthly demand, commodity and on-system invoices and ensure completion in an accurate and timely manner.
  • Ability to perform duties of an ESNG Transportation Services Analyst in order to support the shipper scheduling rotation as needed.
  • Evaluate and recommend staffing and process related departmental improvements to management as necessary.
  • Assist in pipeline transmission system operations as needed.
  • Perform other duties as necessary within the department and the business unit to fulfill the obligations and responsibilities of the department in meeting its goals, objectives, and strategies.
  • Perform other duties as assigned.

  • Bachelor's degree required or alternative experience approved by business unit management.
  • Five to Ten Years Experience
  • Knowledgeable of North American Energy Standard's Board (NAEB) processes and requirements.
  • Knowledgeable of Federal Energy Regulatory Commission (FERC) compliance requirements; including ESNG tariff.
  • Basic principles of natural and propane gas.
  • Proficient in the use of standard business software (Microsoft Word, Project, Excel and Windows).
  • Excellent communication and customer relation skills.
  • Excellent organizational, administrative and record keeping skills.
  • Strong understanding of analytical procedures and basic accounting principles.
  • Normal level of visual and hearing ability.
  • Valid Driver's License
  • Perform work tasks and activities in a safe and conscientious manner.

Working Conditions
