Position Purpose:

This position is responsible for the administration of policies, procedures and reporting related to Piedmonts interstate pipeline storage and transportation contract origination, administration, and activities. This position oversees federal regulatory activities, tariff change filings, and complaints related to interstate pipelines and storage providers, including making recommendations for intervention status in FERC proceedings.

Nature and Scope:   

This position will perform duties independent of direct supervision involving matters associated with Piedmonts end-user transportation tariff services.  This position has frequent working relationships with the Sr. Gas Supply Representatives, Gas Schedulers, System Modeling Engineers, Sr. Gas Accounting Analysts, Sr. Contract Analysts, Gas Controllers, Applications Analysts, SCADA Measurement Engineers, Inside & Outside Legal Counsel, Interstate Pipeline Staff, State Regulatory Agencies, Federal Regulatory Agencies (FERC, EIA, DOE).

Principal Accountabilities:

  • Review, perform analysis of, and make recommendations related to pipeline filings made at FERC.
  • Assist in analysis of cost exposure and issue positions in regard to pipeline rate cases.
  • Analyze and prepare annual design day forecast.
  • Review, analyze and recommend disposition for renewal/termination or acquisition of long term capacity contracts.
  • Review, analyze and recommend participation in transportation/storage capacity open seasons for new long term capacity contracts applicable to our service territories.
  • Prepare annual prudence testimony exhibits related to interstate capacity assets, contracts and design day forecasts for state regulatory prudence hearings.
  • Perform ongoing recordkeeping and communication of pipeline rate changes and pipeline tariff changes.
  • Provide support to the Gas Supply/Scheduling & Optimization Department as necessary regarding analysis and reporting of utilization and optimization of pipeline & storage assets.
  • Prepare daily Executive Summary Report capturing system send out, power generation send out, weather data and daily forecast accuracy.
  • Prepare quarterly and annual Federal Regulatory reports for EIA and DOE.
  • Manage daily system wide weather data from weather reporting agencies.
  • Proficient in every aspect of Pipeline Services analyst duties to ensure seamless backup to other analysts in the department.
  • Perform detailed data analysis in collaboration with system modeling engineers of operational information used in evaluating and planning related to existing and new on-system and off-system capacity services.
  • Maintain subject matter expert knowledge on multiple interstate storage and transportation FERC gas tariffs, operations, and ratemaking.
  • Stay abreast of natural gas industry policy, news, trends and noteworthy issues.
  • Perform other duties as assigned.

    Knowledge, Skills & Abilities:

    Minimum Qualifications:

  • Bachelors degree in business, finance, accounting or engineering
  • Demonstrated computer skills, especially mastered experience with spreadsheet development and utilization
  • Demonstrated effective verbal and interpersonal communication skills with internal and external customers
  • Demonstrated analytical skills
  • Ability to perform statistical analysis of send out data, weather data and other data as necessary
  • Demonstrated critical thinking skills
  • Ability to understand vast technical aspects of both interstate and local distribution pipeline operations, gas flow, and related mechanical facilities such as meter stations and compressor stations
  • Ability to work independently of direct supervision, identify problems and present solutions
  • Demonstrated understanding of contracts, regulatory language, and working in regulated environment
  • Cognitive ability to analyze, summarize and make recommendations for course of action related to pipeline pleadings filed with the FERC and other natural gas utility matters

    Desired Qualifications:

  • Five or more years of experience in gas supply, transportation services, or state/federal regulatory experience, or applicable natural gas industry experience

    Physical Requirements:

  • Sedentary work exerting negligible amount of force frequently or constantly and/or up to 10 lbs. of force occasionally to lift, carry, push, pull, or otherwise move objects, involves sitting most of the time at a computer, but may involve walking or standing for brief periods of time

    Other Requirements:

  • Be available to perform after hour duties related to gas forecasts and critical communication matters with interstate pipelines as needed.
  • Occasional travel to industry seminars & meetings, FERC proceedings, interstate pipeline meetings and other work locations
